Below is an overview of how vendors may engage with DCF and other state agencies based on the purchase amount:
Purchases under $2,500 State agencies must follow “good purchasing practices” under Rule 60A-1.002(2), F.A.C. These may include obtaining informal quotes and ensuring fair competition.
Purchases between $2,500 and $35,000 require an Informal Request for Quotes (RFQ) process. At least two written quotes, phone quotes, or informal bids must be documented.
Purchases over $35,000 typically require formal competitive solicitation via one of the following: Invitation to Bid (ITB), Request for Proposals (RFP), Invitation to Negotiate (ITN), or a Request for Applications (RFA). These opportunities are posted publicly on the Vendor Information Portal (VIP).

In some cases, state agencies may make purchases over $35,000 without issuing a formal competitive solicitation when utilizing State Term Contracts (STCs) established by the Florida Department of Management Services (DMS), or Alternate Contract Sources (ACSs) that meet the requirements of section 287.042(16), Florida Statutes. This may include Staff Augmentation services. Depending on the requirements and purchasing instructions established within the applicable State Term Contract or Alternate Contract Source, the Department may issue a Request for Quotes (RFQ) among eligible contracted vendors or directly engage vendors identified through the DMS-approved contract vehicle.
