Substance Abuse Response Guide (SARG)

The Prevention Unit within the Department’s Substance Abuse and Mental Health Program Office uses the Substance Abuse Response Guide (SARG), which is based on The Substance Abuse and Mental Health Services Administration’s (SAMHSA) Strategic Prevention Framework (SPF) to help Florida’s communities change the underlying conditions that can lead to illegal, illicit drug use, abuse and misuse, alcohol abuse patterns, and related consequences.

At the state level, using SARG helps the Prevention Unit to: 1) gather and disseminate information; 2) build community and state capacity through collaboration; and 3) manage resources.

At the community level the SARG is used to: 1) build capacity and 2) develop a working strategic plan which addresses community substance use, abuse and misuse problems.

Four priorities which are currently being addressed at the state and local level are:

  • underage drinking;
  • marijuana use;
  • adult heavy/binge drinking; and
  • prescription drug misuse.
