Bob Quam to Lead Florida’s Mental Health Treatment Facilities
State hospital re-structuring leads to DCF appointment of a new Chief Hospital Administrator

TALLAHASSEE — The Florida Department of Children and Families (DCF) has appointed a mental health professional with 40 years of experience in the field to serve as Chief Hospital Administrator overseeing Florida’s mental health treatment facilities. Bob Quam will join the department on July 11 to manage operations of the three state-run facilities: Florida State Hospital, Northeast Florida State Hospital, and North Florida Evaluation and Treatment Center.

“Bob brings extensive mental health treatment experience to the department and we look forward to the direction in which he will lead our hospitals,” Secretary Mike Carroll said. “Ensuring the safety, health, and wellbeing of our residents is our top priority and this new position bolsters our commitment to continually improve services and outcomes for staff and residents.”

Based on the findings of a comprehensive review of the state-run mental health treatment facilities, the department has begun re-structuring state hospital operations. The Chief Hospital Administrator position was established to oversee the administration of the three state-run facilities through a “one hospital” approach. This will allow for more focused attention on direct care and patient outcomes through streamlined operations and better clarification of the roles and responsibilities of direct care staff.

The department is actively developing recommendations to address the hospitals’ staffing levels, infrastructure, clinical programs, and other factors for more effective and safer hospitals. In addition to this new position, the department received funding in the fiscal year 16-17 budget for 116 new direct care staff positions, 43 new positions to add 25 beds, automated medication dispensing systems, security cameras, and personal alarm systems to increase safety within our facilities.

Quam has spent his 40 year career in mental health treatment. Most recently he served as Hospital Administrator of the South Florida Evaluation and Treatment Facility, managing the 249-bed forensic facility operated by Correct Care. He previously served as Hospital Administrator at Montgomery County Mental Health Treatment Facility in Texas, Treasure Coast Forensic Treatment Center, and South Florida State Hospital.

Quam has a master’s degree from Stetson University and a bachelor’s degree from the University of South Florida.
